    Here are three excellent articles relating to the regional development in the People´s Republic of China. As far as I can see they are very closely related to the situation and interests of "migrant workers" (real and potential), as well.

    In spite of all the development dynamics, the question about the rights  ( both as objective legal facts and as felt justice/injustice) of "migrant workers" still remains, but it´s mainly between this nationally important worker group and the state. The fourth article is about openness, which has a somewhat closer connection to the big country and its foreign relations...

    First let's talk about the " flexible policies key to western developement " If you have been inthe west of China there is no way that you can believe such a thing as flexible policies.

    I love china and chinese people and i even respect Chinese leaders,but i can not accept their policies or treatments of Farmers, Migrant workers, Muslims in Xinqiang and Tibetians.

    One may make good laws and policies .Some times is just writings on a piece of  papers and some times the law makers may really mean it,but it is not implimented at all.

    Society and media should well supervise employers on their promised payment to migrant workers.

     

    Let' leave the decisions to the migrant workers themselves:take the job or not, salary is enough or not, workload is acceptable or not and etc.., since only they themselves know what standard they want to gain: feed a family, educate children or they want to own real estate in cities. This is fair to every one, migrant ppl or locals.

     

    The weakness of the migrant is protecting themselves from losing what they are promised to have, which need society to keep an eye on the greedy employers and give a hand to those who can not abtain what they deserve.

    A ticket buyer surnamed Wu, who wants to get back to his hometown in Jiangxi Province during Spring Festival, described his feelings of waiting in the cage even worse than in jail. He said he couldn't even squat for a rest in the narrow space of the cage for the 10-hour long wait that started from 3 o'clock in the morning. He also complained that he couldn't leave to relieve himself since the narrow cage gave no way to return.

    Wu is not the only one who is in a mood. Three or four other buyers cried "let me out" when waiting in the cage and finally gave up the purchase after they got out of the cage through gaps, according to a female buyer.

    The hot ticket sale is largely due to the heavy pressure on Suzhou's railway transport system during the Spring Festival. Another local railway station official Li Huiming explained Suzhou, which has a migrant population of over six million, however, it is only capable of transporting one third of that population.

    Comment (Updated 1.2.2010): Maybe something more than mere apologies is needed, because people like these are behind the tremendoes foreign exchange reserves; and they are more and more aware of that. Migrant workers probably don´t need domestic pity or foreign paternalism, because they are in the process of forming a class for itself, ie. with its own (class) consciousness.

    While evaluating the issue about the migrant wokers,most of you have never considered the problem  that how their children(usually at least two)who have been left behind in the rustis hometown and  been kept one eye on only by their ancient  grandparents.Well,no matter how tough the circumstance is in the metropolis , the imgrant parents are mature enough to cope with it ,yet the juvenile children are far from able to handle those problems they have encounter without   a positive role model's(e.g their parents) guide.

    The challenges are tremendoes, but I trust the sincerity of comrade Wen about the migrant workers´ case with so many open questions around it. How about active and responsible Trade Unions as part of the solution of local pay disputes at least?

    A policy paper released last month made it clear that the government is "striving for substantial reform of the household registration system" to allow migrants, especially younger ones, to register in cities.

    The reform is going to be profound and deep in the long run, I think. There probably aren´t very many constructive alternatives for a constitutional change - defining the citizenship and civil rights more generally, without so strict division between urban and rural people - as a consequence of large scale migration and changes in people´s subsistence. Just my prognosis. Chinese people are wise enough to organize their affairs without outer advice or paternalism.
